The Texas Southmost College Community Resource Guide was originally envisioned, compiled, and published through the Carl D. Perkins V 2019 Comprehensive Local Needs Assessment process. This resource manual is available to the TSC community with support from the Carl D. Perkins Grant and the TSC Student Services division. The resource guide may be viewed or downloaded below via the link or accessed through the online guide.
This resource manual is a living document. New organizations will be added as their information is verified, and current organizations may update their listings as new services are offered. Workforce Solutions Cameron Child Care Services (CCS) serves eligible families in Cameron County with financial scholarships to assist in paying for their children’s child care. A family may be eligible if they meet the following conditions:
- Meet income guidelines
- Working, attending an educational program, or enrolled in a trainning program for a combination of:At least 25 hours a week for a single-parent family
- At least 50 hours a week for a two-parent family
The parent is engaged in job search, including registration in Work-in-Texas.com
Families are responsible for paying co-pay, and the amount is dependent on their total household gross income and family size. Parents who do not meet the minimum participation hours qualify for an Initial Job Search child care. Families approved for Initial Job Search child care are eligible for an initial three-month job search period of child care services, with the remaining nine months contingent upon the parent securing employment and meeting the participation requirements.
Individuals will be responsible for a childcare co-pay, depending on your monthly employment income before taxes (gross amount), total household income, and family size. If parents meet employment participation requirements within three months, eligibility will continue for a total of 12 months, including the three-months of the initial job search period.

Medicaid is a state benefit program that helps individuals who are in need with little or no money. Through Medicaid, eligible low-income adults, children, pregnant women, and individuals who are older or who have disabilities may receive government medical coverage. Medicare provides health insurance for individuals 65 years or older. Individuals are eligible to sign up for Medicare 3 months before they turn 65 and may be eligible to get Medicare earlier if they have a disability, End-Stage Renal Disease (ESRD), or ALS (also called Lou Gehrig’s disease). Through Medicare, people younger than age 65 with certain disabilities may receive assistance with the cost of health care, although not all medical expenses or the cost of most long- term care may be covered.
Individuals who need help beyond what is on Medicare.gov can talk or live chat with a real person, 24 hours a day, 7 days a week (except some federal holidays).

TANF provides monthly cash payments to eligible families with economic need to help pay for food, clothing, housing, utilities, furniture, transportation, phone, laundry, supplies for the home, medical supplies not paid for by Medicaid, and other basic needs. A family can be: (1) parents and their children, or (2) relatives caring for related children.
The one-time TANF program provides a once-in-a-lifetime payment of $1,000 to certain relatives caring for one or more related children. This help can be given to the relatives (grandparents, aunts, uncles, sisters, and brothers) who care for a child that receives TANF, are 25 or older and meet financial eligibility requirements. This payment is available only once, no matter how many other related children live in the home or if other children move in. The payment may be used to pay for food, clothing, housing, utilities, furniture, transportation, phone, laundry, supplies for the home, medical supplies not paid for by Medicaid, and other basic needs.

The TSC Financial Aid Office provides students and their parents information regarding federal, state, institutional, and other sources of financial aid. The Financial Aid Office administers aid to eligible students who, without such aid, would be unable to attend college. Financial aid consists of funds provided to students to help pay for college educational expenses. Financial Aid may consist of:

Supplemental Nutrition Program for Women, Infant and Children (WIC) program helps pregnant women, women who are breastfeeding a baby under 1 year of age, and women who have had a baby in the past six months. Parents, stepparents, guardians, and foster parents of infants and children under the age of 5 can apply for their children. WIC provides:

Texas Supplemental Nutrition Assistance Program (SNAP) is a federally funded grant program that provides financial help to individuals and families to buy food. The program provides nutrition benefits to supplement the food budget of families experiencing food insecurity so they can purchase healthy food and move towards self-sufficiency. The household must meet certain requirements to be eligible for SNAP and receive benefits such as:
- Individuals in eligible low-income
- Most adults ages 18 to 49 with no children in their home can get SNAP for only three months in a three-year The benefit period might be longer if the person works at least 20 hours a week or is in a job or training program.
- Some adults might not have to meet work requirements to get benefits, such as those who have a disability or are pregnant.
- Households in which all members are either older adults (age 60 and older) or people with disabilities are eligible to participate in the Texas Simplified Application Project (TSAP), which makes the SNAP application process easier and provides three years of benefits at a time instead of six months.

The Housing Authority of Brownsville serves low-income families and provides access to affordable, quality housing, and self-sufficiency through education. They provide three types of housing assistance: public housing, Section 8 voucher, and Homeownership voucher programs.
The HUD Public Housing assistance program provides decent and safe rental housing for eligible low-income families and individuals. Public housing comes in all sizes and types, from single-family houses to high-rise apartments for elderly families. Eligibility is determined by the local public housing agency (PHA). Eligibility is based on:
- Annual gross income (income limits)
- Whether the applicant qualifies as elderly, a person with a disability, or as a family
- S. citizenship or eligible immigration status
The Section 8 housing choice voucher program is the federal government’s major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses, and apartments.
Eligibility for a housing voucher is determined by the PHA based on:
- Total annual gross income
- Family size
- S. citizenship and or eligible immigration status
- Family income, which may not exceed 50% of the median income for the Median income levels are published by HUD and vary by location. The PHA serving your community can provide you with the income limits for your area and family size.

The Homeownership Voucher Program provides families with vouchers for first-time homeowners to meet monthly mortgage expenses.
Eligibility requirements include:
- Must be a first-time homeowner or cooperative member
- No family member has owned or had an ownership interest in their residence for at least three years
- Credit score of 680 points or above or determined by lender/mortgage company
- Minimum income requirement – Except in the case of disabled families, the qualified annual income of the adult family members who will own the home must not be less than the Federal minimum hourly wage multiplied by 2,000 hours. For disabled families, the qualified annual income of the adult family members who will own the home must not be less than the monthly Federal Supplemental Security Income (SSI) benefit for an individual living alone multiplied by 12. The PHA may also establish a higher minimum income requirement for either or both types of families. Except in the case of an elderly or disabled family, welfare assistance is not counted in determining whether the family meets the minimum income requirement.
- Employment requirement- Except in the case of elderly and disabled families, one or more adults in the family who will own the home is currently employed on a full-time basis and has been continuously employed on a full-time basis for at least one year before the commencement of homeownership assistance
- Homeownership counseling – applicants must attend and satisfactorily complete the PHA’s
pre-assistance homeownership and housing counseling program
- Must be receiving subsidy assistance thru the Brownsville Housing Authority Section 8 Program
- Must meet Financial Institution Eligibility Requirements for a mortgage
- Any additional PHA eligibility requirements

The Texas Foster Youth Justice Project is a program of Texas RioGrande Legal Aid (TRLA) and can help with the following legal issues:

The Friendship of Women serves men, women, and children impacted by family and sexual violence. All survivor services are free and confidential. Friendship of Women provides comprehensive services such as:
- Emergency shelter
- Crisis intervention
- Legal advocacy to survivors of domestic violence and sexual assault and their families
Survivors may obtain individual and group therapy after a counselor determines what type of counseling services would be most beneficial. Counseling for adults and children is available free of charge at our Emergency Shelter and at our Community Outreach Center. Counseling services at Friendship of Women, Inc. are tailored to meet a survivor’s needs. Our clinical team is made up of two bilingual Licensed Professional Counselors with more than 25 years of combined experience working with survivors of family violence and sexual assault/childhood abuse.

Mujeres Unidas, provides counseling for survivors of domestic violence and sexual assault. Survivors are able to learn about the dynamics of domestic violence and sexual assault, and safety planning. Mujeres Unidas is the only agency which provides Emergency Shelter and Support Services to victims of domestic violence and sexual assault in Hidalgo County. Support services include:

- Trauma informed counseling
